A Throne in Brussels $27.98 In 1817 the great powers installed Leopold of Saxe- Coburg as king of Belgium ? a new, artificial state inhabited by Catholic Dutch in the North, and French- speaking Walloons in the South. Belgium is often compared to multilingual Switzerland, but whereas Switzerland grew organically, Belgium is an artificial state, in which two peoples were forced to live together and where no national consciousness developed. It could fall apart in the next ten years. Paul Belien argues that the pan-European super-state currently in the making will resemble a ?Greater-Belgium? rather than a ?Greater-Switzerland?, since Europe will also be an artificial construct. Belgium has infected EU political attitudes and acts as a model for the EU ? a failed attempt to ?construct a nation? out of different peoples with separate languages and traditions. To learn what the EU as a single state might be like, take up this highly readable mix of history, analysis and warning. |

Changing the Guard in Brussels $50.98 Watching the tortuously slow process of European integration in recent years has been akin to watching grass grow. Twelve European powers, most of whom have had a taste of global dominion in the past, are understandably reluctant to forsake their traditional sovereignty. But a process is under way that is beginning to acquire a new momentum, especially with the 1992 deadline so close. Changing the Guard in Brussels is an appraisal of the institutions of the European Community as seen by someone familiar with the daily activity of the Council of Ministers. It deals with reality and results from personal experience, not from an academic study. By 1992, all European Economic Community internal barriers are slated to come down, ensuring the free flow of persons, goods, and capital. European union, if ever achieved, will have profound political, economic, and security consequences for the world at large. U.S. policymakers should notice what is happening and what it could portend. Regardless of the outcome, the process is a unique and absorbing experiment in supranationality. Nothing quite like it has ever before been attempted. This book therefore is a story about 320 million free and prosperous people reaching for the next stage of European evolution. Despite its moments of comic relief, such a serious and historic adventure is likely to have worldwide impact. |

Brussels Versus the Beltway $29.95 This book presents the first large-scale study of lobbying strategies and outcomes in the United States and the European Union, two of the most powerful political systems in the world. Every day, tens of thousands of lobbyists in Washington and Brussels are working to protect and promote their interests in the policymaking process. Policies emanating from these two spheres have global impactsùthey set global standards, they influence global markets, and they determine global politics. Armed with extensive new data, Christine Mahoney challenges the conventional stereotypes that attribute any differences between the two systems to cultural onesùthe American, a partisan and combative approach, and the European, a consensus-based one.Mahoney draws from 149 interviews involving 47 issues to detail how institutional structures, the nature of specific issues, and characteristics of the interest groups combine to determine decisions about how to approach a political fight, what arguments to use, and how to frame an issue. She looks at how lobbyists choose lobbying tactics, public relations strategies, and networking and coalition activities. Her analysis demonstrates that advocacy can be better understood when we study the lobbying of interest groups in their institutional and issue context. This book offers new insights into how the process of lobbying works on both sides of the Atlantic. |
